The Humble Petition of the Lease-holders of New Kowloon in the Colony of Hongkong respectfully.

1. Whereas by a Government Notification dated the 27th day of June 1905 the Crown Rents in respect of Agricultural Leases were raised and additional rents imposed on Building Leases in New Kowloon.
2. Your Petitioners respectfully submit that these rents are excessive.
3. Your Petitioners beg to point out that the buildings as erected on these leaseholds are for the most part small houses such as are occupied by Chinese villagers and that the Crown Rents payable in respect of houses of this description are the same as those payable in respect of larger and more modern houses; Your Petitioners respectfully submit that these assessments are not equitable.
4. The Majority of Your Petitioners have been in possession of these lands for many generations past and will now find it most difficult to pay the increased rents.
Your Petitioners therefore humbly pray that Your Excellency will deem it meet to reduce the Crown rents as they now appear under the above-mentioned Notification and that Your Excellency will fix the said Crown rents in accordance with the Schedule appearing in the previous Government Notification dated the 12th day of July 1899.
And Your Petitioners will ever pray, &c.
